In the late 1970s, Amsterdam has a magical appeal for German drug users. Heroin is cheap there and unlike at home, in Amsterdam you are not hounded by police and justice. 'Dope refugees' they are called. Paradise changes when the first health problems appear: infections, overdoses and later HIV. The German "drug tourists" knocked on the door of the Deutsche Hilfsverein (DHV) on Prinsengracht. In 1978, AMOC is founded at the same address because the DHV's finances are not sufficient to handle the growing numbers. AMOC is still the point of contact for EU nationals looking for help.
